Social requirements for keeping, selling and exhibiting domestic (pet) animals at public exhibitions, as well as training dogs

I. General questions

1. Regulatory documents define the social requirements for keeping, selling and exhibiting domestic (pet) animals at public exhibitions, as well as training dogs, as well as the rights and obligations of the owner and owner of domestic (pet) animals.

2. The Food and Veterinary Service exercises control and supervision over the trade in domestic (pet) animals, their demonstration at public exhibitions and dog training.

2.1 Service inspectors and local governments have the right to monitor compliance with the requirements for keeping domestic (pet) animals specified in these rules, if there are suspicions or complaints about violations of these requirements.

III. Special requirements for keeping a dog

9. It is allowed to transfer the dog by transferring it to the next owner along with the animal’s passport:

9.1. upon reaching the age of eight weeks and two weeks after the last vaccination against infectious diseases caused by a virus, if the vaccination was given at the age of six weeks, or one week after the last vaccination against infectious diseases caused by a virus, if the vaccination was given at the age of eight weeks;

9.2. upon reaching the age of three months, if the animal is vaccinated against viral infectious diseases and rabies, but not earlier than one week after vaccination.

10. In towns and villages, if the dog is outdoors in the possession or care of its owner or keeper:

10.1. the owner or caretaker of the dog ensures the complete demarcation of the relevant territory from the territory intended for public use (hereinafter referred to as the demarcated territory), excluding the possibility of the dog escaping from it;

10.2. install a bell or other device at the entrance to the fenced area that makes it possible to communicate with the owner or owner of the territory.

11. If the dog is outside the property of its owner or caretaker, the dog must be wearing a collar or other accessory such as a harness, but the dangerous dog must also have a red identification tape that indicates a dangerous dog.

12. In towns and villages outside the delimited territory:

12.1. the dog must be led on a leash;

12.2. the dog must be muzzled if the dog is recognized as dangerous in accordance with the regulatory enactments on the criteria and procedure for recognizing a dog as dangerous and determining further actions with it, as well as on the requirements for keeping a dangerous dog.

13. In cities and villages outside the demarcated area, a dog may be in the green zone and forest without a leash (except for places determined by local governments, where this is prohibited in accordance with the mandatory regulations of local governments) during a walk under the supervision of the owner or caretaker at such a distance that the owner or caretaker can control the behavior of the animal.

14. Outside cities and villages:

14.1. in home gardens, a dog can be kept outside without a leash, if you make sure that it does not pose a threat to people and animals;

14.2. if the dog performs a security task, the area of ​​\u200b\u200bits stay is indicated by the sign “Dog!”;

14.3. outside the territory owned or under the guardianship of the owner or keeper, the dog without a leash may be during a walk under the supervision of the owner or keeper at such a distance at which the owner or keeper has the opportunity to control the behavior of the animal.

15. The owner or caretaker of the dog may temporarily leave the dog alone in public places if the dog is tied on a leash no longer than a meter and if this does not interfere with the movement of people and vehicles and does not endanger safety. people or animals.

16. If the dog is kept indoors, the owner or caretaker of the animal must ensure:

16.1. complete dog food at least once a day;

16.2. always free access to fresh water for the dog;

16.3. for dogs older than three months – a walk of at least 30 minutes at least twice a day. The interval between two walks is at least ten hours.

17. If the dog is permanently leashed outdoors, the owner or caretaker of the animal must ensure that the dog:

17.1. good nutrition at least once a day;

17.2. always free access to fresh water;

17.3. at least 30 minutes of walking at least once a day;

17.4. a shelter or shelter suitable for the size of the dog (which exceeds the dog’s dimensions by at least 30 centimeters in length, height and width), where it can hide in cold weather and where there is a bedding or other warm floor covering;

17.5. the cleanliness of the dog kennel or the place of residence and the territory where the dog is located;

17.6. the following accessories:

17.6.1. leather collar at least two centimeters or another accessory that fits the dog’s body, does not cause injury to the dog, and also does not allow the dog to get rid of it arbitrarily;

17.6.2. chain or leash at least three meters long;

17.6.3. attaching a chain or leash to a collar using a rotating element. If the chain slides over the wire, the rotating elements are on the ring and on the wire.

18. If the dog is kept in a fenced-off area outside the premises, this is ensured by articles 17.1, 17.2, 17.3, 17.4 of these regulations. and compliance with the requirements specified in subsection 17.5.

19. Permanent keeping of a dog on the street is allowed, if it is possible to predict its genotype (a set of hereditary factors of the body) or phenotype (a set of external and internal signs of the body) suitable for keeping on the street without harm to health. health and wellness of the dog. Dogs under the age of 10 months must not be kept on a leash.

IV. Special requirements for keeping a cat

20. It is allowed to transfer a cat by transferring it to the next owner along with a certificate of vaccination or a passport of an animal (pet) animal (if the animal has an implanted microchip):

20.1. upon reaching the age of 10 weeks and one week after the last vaccination against viral infectious diseases;

20.2. upon reaching the age of three months, if the animal is vaccinated against viral infectious diseases and rabies, but not earlier than one week after vaccination.

21. A cat older than six months is free to be outside the territory in the possession or under the care of its owner or keeper, if the cat has been spayed.

22. The cat is provided with:

22.1. always free access to fresh water;

22.2. complete nutrition.

23. When keeping a cat indoors, she must be provided with:

23.1. cat litter;

23.2. contact with a person at least once every two days;

23.3. living area of ​​at least five square meters if the cat is older than six months.

IV1. Special requirements for keeping domestic (room) ferrets

23.1 It is allowed to transfer a domestic (pet) ferret by transferring it to the next owner along with a vaccination certificate or a passport of a pet (pet) animal (if the animal has an implanted microchip):

23.1 1. on reaching eight weeks of age and two weeks after the last vaccination against infectious diseases caused by a virus if the vaccination was given at six weeks of age, or one week after the last vaccination against infectious diseases caused by a virus if the vaccination was given at eight weeks of age;

23.1 2. upon reaching the age of three months, if the animal is vaccinated against viral infectious diseases and rabies, but not earlier than one week after vaccination.

23.2 In the house (room) of the ferret there is constant access to wholesome food, fresh water and a toilet.

23.3 When keeping a domestic (room) ferret in a cage:

23.3 1. only a wire cage is used that does not restrict the physiological needs of the animal, does not cause injury to it and does not allow it to get out of the cage;

23.3 2. the size of the wire cage is not less than 60 x 80 x 45 centimeters;

23.3 3. the wire cage has a lair where the animal can hide and rest;

23.3 4. the floor of the cage is made of solid material;

23.3 5. The animal is provided with at least three hours of physical activity outside the cage daily.

23.4 When keeping several domestic (indoor) ferrets in one cage, the cage area for one animal must be at least 0.35 square meters, and the size of the den must be sufficient to accommodate all animals at the same time.

23.5 If a pet (pet) ferret is outside the property or use of its owner or caretaker, the pet (pet) ferret shall be strapped in with a chest strap and led on a leash to ensure its safety.

V. Special requirements for keeping other domestic (pet) animals

24. Domestic (pet) birds are kept in cages or rooms. The size and equipment of the cage (perch, gravel of suitable size) corresponds to the breed of birds.

25. Pigeons are kept in the attic of a building or in a specially built dovecote, where there are perches and nesting shelves.

26. Reptiles and amphibians are kept in terrariums and aquaterrariums or in specially equipped rooms that provide appropriate temperature, humidity and adequate nutrition for the physiological needs of the species.

27. Rabbits, chinchillas and other small mammals are kept in cages. The cages are equipped so that the animals can hide at will.

28. When keeping other mammals, the following requirements are observed:

28.1. cells are cleaned at least once a week;

28.2. the room where the animal is kept is protected from drafts, vibration and noise.

29. Fish are kept in specially equipped aquariums, where water temperature, aeration, lighting and density are maintained to populations of relevant fish species.

30. The aquarium is cleaned at least once every two weeks if it does not have an automatic filtration system.

VI. Requirements for trade in domestic (pet) animals

31. Before trading in domestic (pet) animals, the owner of a specialized outlet submits a written application to the territorial structural subdivision of the service. The view says:

31.1. registration number of the place of sale of a pet (pet) animal in the Register of Enterprises;

31.2. address and telephone;

31.3. the number and types of animals offered for sale;

31.4. confirmation that the premises and equipment comply with the requirements of these regulations and are suitable for the type and number of animals intended for sale;

31.5. confirmation that the employee has been trained in the field of keeping domestic (pet) animals in the trade.

31.1. The following documents are attached to the application of the owner of a specialized outlet:

31.1 1. a copy of the document certifying the right of ownership, if the premises or territory intended for trading are the property of the owner of a specialized outlet;

31.1 2. a copy of the lease agreement for the premises or territory intended for the sale of animals, and the written permission of the manager, if the premises or territory is not the property of the owner of a specialized outlet.

32. After receiving the information specified in paragraph 31 of these Regulations, the service inspector, within 10 working days, checks the compliance of the specialized outlet with these rules and the veterinary requirements established by regulatory enactments regulating the handling of animals.

32.1 If the specialized outlet complies with the requirements of this regulation, the service enters information about the specialized outlet into the register of monitoring objects of the service. It is allowed to start trading in domestic (pet) animals after the inclusion of a specialized outlet in the register of objects of supervision of the service.

33. The owner of a specialized point of sale provides:

33.1. veterinary care for animals;

33.2. collection, storage, transportation, processing and disposal of by-products not intended for human consumption;

33.3. at the point of sale at least one employee who has been trained in the field of keeping domestic (pet) animals in the field of trade;

33.4. inform the service within seven working days after the event if the information specified in paragraph 31 of these Rules changes.

33.1 An owner of a domestic (pet) animal who breeds his own dogs, cats or domestic (pet) ferrets and sells their offspring:

33.1 1. ensures the registration of domestic (pet) breeding animals in the studbook of a breeding (pet) animal organization registered in Latvia;

33.1 2. ensure marking and registration of domestic (domestic) animals in accordance with regulatory enactments on the procedure for registration of domestic (domestic) animals and making an entry in the database of domestic (pet) animals about the seizure of domestic (pet) animals;

33.1 3. has completed training in the field of keeping domestic (domestic) animals and received a document on training or has an appropriate education in the field of veterinary medicine, biology or cynology. If the owner of a domestic (pet) animal is a legal entity, at least one of its employees has been trained or educated in accordance with the requirements specified in this subparagraph;

33.1 4. ensures that a dog, cat and domestic ferret does not have more than one litter per year, and that pet(s) and their offspring are kept in accordance with welfare requirements.

34. Trade in domestic (pet) animals is allowed in the following places of trade:

34.1. on the territory owned or under the care of the owner of a pet (pet) animal, if the territorial structural subdivision of the service is notified of the trade in pet (pet) animals;

34.2. in markets, street trade and exhibitions of domestic (indoor) animals in specially designated places in accordance with regulatory enactments on the procedure for organizing animal competitions, bazaars, auctions, exhibitions and other events involving animals;

34.3. at a specialized outlet.

35. Trading is prohibited with:

35.1. dangerous dogs and their offspring;

35.2. sick, genetically defective domestic (pet) animals (with hereditary diseases, deformities or pathologies);

35.3. dogs, cats and domestic (room) ferrets in the absence of the owner of the animal – an individual, except for the case specified in subparagraph 34.1 of this regulation;

35.4. houses (rooms) for animals infected with ectoparasites;

35.5. kittens – during breastfeeding, for females of other domestic (pet) animals – during the search or breastfeeding;

35.6. females and their kittens, if their term pregnancy exceeds 30 days, for female domestic (pet) animals – in the second half of pregnancy.

36. With regard to purchased domestic (pet) animals, a merchant shall ensure compliance with the requirements established by regulatory enactments on quarantine.

37. When transferring a domestic (pet) animal, except for a dog, cat and domestic (domestic) ferret, to a specialized outlet for sale, the owner of a domestic (pet) animal represents:

37.1. animal passport or vaccination certificate, which indicates the vaccinations made to the animal and the opinion of a practicing veterinarian on the state of health of the animal;

37.2. for animals of wild species – also a document certifying the origin of the animal;

37.3. written instructions for feeding, watering and any special care for the animal to be sold.

38. When selling houses (premises) at a specialized point of trade in animals, the buyer is given the instructions specified in subparagraph 37.3 of these rules.

39. In the places of sale (except for the case specified in subparagraph 34.1 of this regulation), ensure:

39.1. a place of residence corresponding to the physiological and ethological needs of domestic (pet) animals. The housing is arranged in such a way that the animal cannot be physically harmed by strangers and that it can hide if necessary, in accordance with the ethology of the animal;

39.2. cleaning and disinfection of places where animals stay in the poultry house (room);

39.3. animal cages and furnishings that can be easily washed, cleaned and disinfected;

39.4. optimal microclimate that meets the physiological needs of domestic (pet) animals (for example, appropriate air and water temperature, humidity regime, air exchange) in the territory where the animals are located;

39.5. for dogs and cats – wire cages that do not limit their physiological needs, do not cause stress, suffering or injury.

40. Dogs and cats are provided with physical activity necessary for their species and physiological needs. If the animal is in a cage for a long time, provide him with enough space to move around in accordance with the physiological needs of the animal. If necessary, restrict the free movement of the animal (without causing it suffering and injury).

VII. Requirements for showing domestic (pet) animals at public exhibitions

41. During the exhibition in the houses (rooms) for animals, conditions are provided that correspond to their physiology and well-being.

42. The following cannot participate in exhibitions:

42.1. domestic (pet) animals with visible signs of illness;

42.2. domestic (room) females during the breeding or lactation period, and kittens during the lactation period;

42.3. domestic (room) females in the second half of pregnancy, as well as females and their kittens – if their pregnancy period is more than 30 days;

42.4. cubs of domestic (pet) animals not weaned from their mother, except for the case specified in paragraph 45 of these Rules.

43. Dogs that meet the following requirements may participate in the exhibition:

43.1. are marked and registered in accordance with the requirements established by regulatory enactments on the procedure for registering domestic (pet) animals;

43.2. not younger than four months;

43.3. vaccinated against rabies:

43.3.1. not earlier than 12 months before the exhibition;

43.3.2. no later than 21 days before the show, if the vaccination was carried out for the first time or the interval after the previous vaccination exceeds 12 months;

43.4. not infected with ectoparasites.

44. Cats that meet the following requirements may participate in the exhibition:

44.1. not younger than two and a half months;

44.2. vaccinated against rabies:

44.2.1. not earlier than 12 months before the exhibition;

44.2.2. no later than 21 days before the show, if the vaccination was carried out for the first time or the interval after the previous vaccination exceeds 12 months;

44.3. not infected with ectoparasites.

44.1 Cats, not weaned, aged 2.5 to three months, are allowed to participate in exhibitions upon presentation by the owner of the cat of a document confirming the inoculation of the mother of the cat against rabies in accordance with subparagraph 44.2 of these rules.

46. Cats are exhibited in disinfected cages, the area of ​​which corresponds to the physiological and ethological needs of cats. Three walls of the cat cage are equipped with insulating curtains, and the floor of the cage is covered with a blanket. The container with drinking water is constantly in the cage, and the owner or caretaker of the cat periodically puts the container in the cage to meet the natural needs of the animal.

47. Rabbits that meet the following requirements may participate in the exhibition:

47.1. vaccinated against myxomatosis and hemorrhagic septicemia of rabbits;

47.2. free from ectoparasites.

VIII. dog training requirements

48. When training dogs, it is prohibited to use physical force or devices that can cause pain or suffering to the dog.

49. Sports, Recreational, entertainment and working dogs are trained in accordance with regulatory enactments on domestic requirements for keeping, training and using sports, working and entertainment animals for competitions, work or entertainment.

IX. Rights and obligations of the owner and owner of a pet (pet) animal

50. When acquiring a pet (pet) animal, the owner or owner of the animal assumes responsibility for compliance with the conditions of keeping and special requirements for keeping a pet (pet) animal and the provision of veterinary medical care, does not allow it to wander, and also ensures the search and burial of the animal.

51. The owner or holder of a domestic (pet) animal has the right to stay with the pet (pet) animal outside the territory that is in the possession or possession of the owner or owner of the (pet) animal, if the pet:

51.1. does not disturb society and does not pose a threat to the safety, health and life of people;

51.2. does not pose a threat to the safety, health and life of other animals.

52. The owner or keeper of a pet (pet) animal is obliged to:

52.1. make sure that the smell, barking or howling of a pet does not bother residents of the house or neighbors;

52.2. entrust the removal of a pet animal outside the territory into the possession or custody of the owner or caretaker only to a person capable of controlling and restraining the animal, and to ensure that the pet does not pose a threat to people and animals;

52.3. collect the excrement of your pet in the territory of settlements;

52.4. find another owner for the animal in the house (premises) if further maintenance of the animal is impossible;

52.5. vaccinate a domestic (pet) animal in accordance with the procedure established by the Law on Veterinary Medicine;

52.6. when delivering a pet (pet) animal to a veterinarian, take with you and present to the veterinarian a document proving the identity of the animal, or a certificate of vaccination (if available);

52.7. when transferring a pet (pet) animal to a third party, provide information about the welfare of the animal and the requirements for maintenance;

52.8. store and, at the request of the public order service or bodies, present documents related to a pet (pet) animal (for example, a passport of a pet (pet) animal, a document certifying the origin of the animal);

52.9. if the owner or caretaker of a domestic (pet) animal in the territory of a city, village contains five or more warm-blooded domestic (pet) animals of the same species older than six months at one address, he is obliged to inform the territorial structural unit of the service in writing within seven working days indicating his name and surname, type and number of domestic (pet) animals, address and telephone number (if any).

52.1.1. Domestic (pet) animals are bred without harm to the health of the animal and in accordance with its ethology.

53. If the owner of a pet (pet) animal fails to comply with these rules, he shall be held liable in accordance with the rules.

54. The owner or caretaker of a domestic (pet) animal is not entitled to:

54.1. use for breeding sick domestic (pet) animals, animals with hereditary pathologies, as well as physiologically and genetically incompatible animals;

54.2. use a domestic (pet) animal for breeding if it threatens the health of this animal;

54.3. place a pet (pet) animal on the balcony or loggia of the house;

54.4. keep domestic (pet) animals in unsanitary conditions;

54.5. use for the label of a domestic (pet) animal means that are harmful to its health;

54.6. create unsanitary conditions when keeping domestic (pet) animals;

54.7. cause pain and suffering to a domestic (pet) animal.

55. If a person has been bitten by a warm-blooded domestic (pet) animal, the owner or caretaker of the animal shall act in accordance with the regulatory enactments on the prevention and control of rabies.

X. Final questions

56. Paragraph 4 of these rules applies to owners and caretakers of animals whose animals were born after the entry into force of these rules.

57. Subparagraphs 7.1 and 12 of these rules do not apply to owners and caretakers of dogs whose dogs perform work tasks.

58. The owner of a specialized outlet that began operations before the entry into force of paragraph 32.1 of these Rules:

58.1. before July 1, 2012, submit to the service a certificate stating that the premises and equipment comply with the requirements of these rules and are suitable for animal species intended for trade;

58.2. until December 31, 2012, ensure the availability of at least one employee in the outlet who has been trained in the field of keeping domestic (pet) animals in the field of trade, and this is submitted to the service certificate.

59. The owner of domestic animals, reproducing dogs belonging to him and alienating their offspring, ensures the branding and registration of dogs belonging to him until July 1, 2012 in accordance with the regulatory enactments on the register of domestic (pet) animals procedure.

60. The requirement specified in subparagraph 33.1 of this regulation shall apply from January 1, 2013.
